Formal charges were issued today by the Basle state prosecutor against two “Israeli agents” whose arrest here on March 2 touched off an international controversy over West German scientists working on advanced weapons for Egypt.

The two, Dr. Otto Jokelik, 42, an Austrian and Joseph Ben-Gal, 33, an Israeli, were accused of attempted coercion of Miss Heidi Goerke, daughter of Dr. Jens Goerke, a West German scientist who has worked on missile guidance systems for Egypt. The two men reportedly were lured into a trap set by Miss Goerke. The alleged coercion was to persuade Miss Goerke to induce her father to abandon his work for Egypt.
