Arab delegates to the United Nations Trade and Development Conference, now in session here, boycotted yesterday the work of a conference commission because the chair is being held by Ambassador Moshe Bartur. The envoy, a conference vice-president, took the chair in the absence of a Nigerian delegate who is currently attending a fair in Milan.

The boycott shocked international opinion in Geneva, including that of representatives from the African and Soviet bloc countries who indicated they considered the action unjustified.
