Jordan Files Two Complaints Against Israel at United Nations

Jordan file wo complaints against Israel here today, charging alleged Israeli “dangers” to the “peace and security” of the area. The complaints today continued a fresh Arab campaign of anti-Israeli moves, launched in the Council by Jordan yesterday, when the Amman Government had been welcomed as one of the 11-nation body’s new, non-permanent members.

In today’s letters, both addressed by Abdel Monem Rifai, Jordan’s permanent representative here, to Arsenne Usher, of the Ivory Coast, this month’s Council president, Mr. Rifai accused Israel of “aggressions” in the Latrun border area and of endangering peace by planning a military parade in Jerusalem on May 6.

In connection with Latrun, Mr. Rifai charged that Israel violated the 1949 Jordan-Israel agreement in that section, without detailing any specific actions. It was learned here that Jordan aimed at Israel’s alleged cultivation of agricultural lands in the demilitarized zone known as the Latrun Area, a section between Lydda and Jerusalem, where both Israel and Jordan have been for years plowing the lands without objections from either side.

Concerning the parade, Mr. Rifai said in a separate letter that his Government had received assurances from Dr. Ralph J. Bunche, the UN Undersecretary for Special Political Affairs, concerning Israel’s plans to conduct its annual Independence Day parade this year in Tel Aviv, instead of in Jerusalem. The Jordanian complained, however, that Israel still plans to hold a “symbolic” military parade that day in Jerusalem.

In both letters, Jordan asked only that the contents be circulated to all members of the Security Council, without requesting Council meetings or debates on the issues.
