The Soviet Union, fearing a diplomatic defeat, today backed away from a showdown vote over a demand that Israel pay reparations to the Arabs for damages done in the recent conflict.
The Russians had demanded at the United Nations Economic and Social Council (ECOSOC) meeting here that a Soviet resolution be approved to require an assessment of damages caused by Israel and payment of the bill. The United States offered a motion calling the Russian resolution out of order. After a daylong debate it emerged that Russia lacked adequate votes. The Soviet delegate then announced he would not insist on a vote.
