The appointment of Eleazer Lipsky, lawyer and novelist, as chairman of the Commission on International Affairs of the American Jewish Congress was announced today by Rabbi Arthur J. Lelyveld, president of the Congress. Mr. Lipsky is the chairman of the board of the Jewish Telegraphic Agency and vice president of the American Jewish League for Israel.
