Foreign Minister Abba Eban said yesterday upon his return to Israel that the US decision to review Israel’s long standing request for more Phantom jets was a positive step but added that review does not mean a new decision. Speaking to newsmen at Lydda Airport he said, however, that during the past two weeks he had detected a change in American public opinion with regard to the Phantoms and that Secretary of State William P. Rogers’ statement on the subject was a definite, positive move. He said up to the time of his departure from Washington he had no word as to what the next American step would be in the quest for an interim agreement between Israel and Egypt to reopen the Suez Canal.
