J Owen Zurhellen,Deputy chief of Mission at the US Embassy, ended a five year tour of duty in Israel yesterday on a humorous note which also implied criticism of Israel policies, Zurhellen, guest at a farewell luncheon given for him by Foreign Minister Abb Ehan, present Shan with a photograph of him self trying to pull a stubborn Israel donkey, The photo was labeled” American diplomat in Israel, or working for peace in the Middle East.”

The point was not lost on those who are aware that Zurhellen feels that Israel missed a chance for peace in 1971 when it stated on the US initiative for proximity talks with Egypt until Washington agree to supply Israel with more Phantom jet, By that time, according to Zurhellen, the Egyptians had lost faith in American efforts Israel maintained at the time that it was not stalling but was seeking ” clarifications” before entering proximally talks with Egypt.

Zurhellen. who is stated for the post of Deputy Director of the Arms Control and Disarmament Agency, has been succeeded at the Embassy by Nicholas Veliotes, The new US Ambassador to Israel, former Sen, Kenneth Keating of New York.is exported here in a few weeks IN the interim, Embassy Counsellor Jack Button has charge of the US embassy,
