Israel is seeking to prevent the Palestine Liberation Organization from being given observer status by the International Atomic Energy Agency. The proposal made by Iraq will be taken up when the agency meets in Rio de Janeiro shortly.

Israeli officials said yesterday that their position has been strengthened by a statement made in London by a 16-member scientific committee warning against the possibility of “nuclear black mail” by terrorist groups.

The Israelis also noted that IAEA functions under different regulations than does the United Nations so the fact that the UN General Assembly has given the PLO observer status should not automatically apply to international agencies. Israel hopes that with the aid of other nations, the Iraqi move will be defeated.
