Council of Europe Adopts Convention Against Terrorism

The representatives of the foreign ministers of the “Council of Europe” member states yesterday unanimously adopted a European convention against terrorism. The representatives, meeting in Strasbourg, approved a text disregarding “political motivations” as an excuse for terrorist acts and calling upon all signatories of the convention to extradite or locally try terrorists.

The convention, presented by West Germany, needs the ratification of the governments of three member states to become law. The convention describes in great detail terrorist acts and provides for police and judicial cooperation among the member states to prevent them. The “Council of Europe” serves as a European parliament with an advisory role and its conventions need the ratification of a number of member states to become binding.
