City Council President Paul O’Dwyer has asked the City Council to join with him in petitioning President Carter to “withdraw from previously rejected policies of our State Department which would require Israel to withdraw from territory gained following attacks upon it.” O’Dwyer warned that the Administration’s position on the occupied territory “will only stiffen the resistance of the Arabs and encourage them to pursue their determination to annihilate Israel and its people.”
