The Palestine Liberation Organization is considering opening a new office in Harlem, Zehodi Labib Terzi, the PLO’s United Nations observer, told a group of Black leaders here several days ago. The present PLO office in midtown Manhattan has to be vacated because the building in which it is located is being torn down.
