The cost-of-living index rose 0.9 percent in January. The unusually high rate was attributed to recent increases in housing and transportation. The increase was somewhat tempered by the seasonal drop in prices of clothing and footwear.

January is traditionally a low inflation month.

Last year, the cost-of-living index rose only 0.2 percent.
