The Clinton administration rejected a Palestinian request to publish an American plan to jump-start the stalled Israeli-Palestinian peace negotiations. At the same time, Jamie Rubin said the Clinton administration would be concerned if an Israeli referendum on a further redeployment from the West Bank would delay the peace process. But Rubin said a decision on the referendum was up to Israel.
