Construction began Monday in a predominantly Arab neighborhood in eastern Jerusalem. The building in Ras al-Amud, which was authorized by the outgoing government of Benjamin Netanyahu, was criticized Tuesday by Israeli Prime Minister Ehud Barak’s minister in charge of Jerusalem affairs, Haim Ramon.
