The chief Palestinian negotiator said that despite “big” differences between Israel and the Palestinians he believes it is possible to reach a framework agreement by mid-February. Saeb Erekat, in Washington in preparation for Thursday’s meeting between President Clinton and Palestinian Authority President Yasser Arafat, also said that during Arafat’s visit Palestinian officials will push to have a U.S. law restricting contacts with the Palestine Liberation Organization scrapped.
