France is not legally responsible for crimes committed by the nation’s wartime Vichy regime, according to the country’s interior minister. In a letter he wrote earlier this year that was released this week, Jean-Pierre Chevenement said the present French republic is the “very negation” of the pro-Nazi Vichy government.
