Lebanon warned of cross-border raids by Palestinian groups if Israel unilaterally withdraws from southern Lebanon. In a letter to U.N. Secretary- General Kofi Annan, Lebanese President Emile Lahoud also said U.N. troops currently in Lebanon would need to help disarm the groups.
