There must be global rules against hate speech on the Internet and stronger self-regulation by Internet companies to combat racism and xenophobia, according to Germany’s justice minister. “What is forbidden offline must be forbidden online,” Herta Daeubler-Gmelin told a conference in Berlin on hate speech on the Web.
