The Palestinian Authority routinely arrests those who oppose its policies, Amnesty International said in a report. Describing what it called an “established pattern,” the London-based human rights group said the self-rule government has “detained dozens of human rights defenders” and others “solely for exercizing their legitimate rights to freedom of expression.”
