Israeli Prime Minister Ehud Barak said he would back a partial agreement with the Palestinian Authority that would include the recognition of a Palestinian state and the Israeli annexation of some settlement blocs, but delay the questions of Jerusalem and refugees. But Palestinian officials rejected the idea, saying Barak’s comments show he is not ready to make peace.
