A German party was fined for irregular financing of a campaign leaflet that prompted accusations of anti-Semitism. The penalty levied Nov. 13 by Germany’s Parliament matches the $839,000 spent on the leaflet by the Free Democratic Party’s Jurgen Mollemann.
