New members are joining Al-Qaida training camps that recently have been reactivated in eastern Afghanistan, a U.N. report said. Michael Chandler of Britain, who led the group that wrote the report, also told a news conference Tuesday that Al-Qaida operatives might be present in about 40 countries, which he did not identify.
