France is opposing efforts to place the political wings of Hamas and Islamic Jihad on the European Union’s list of terrorist organizations. France draws a distinction between the groups’ military and political wings. The United States and Israel consider the organizations terror groups, and say it’s ridiculous to distinguish among their constituent parts.
