2 Anti-“isms” Bills Advance in New York Legislature

Two bills aimed at Nazis and other propagators of “isms” moved toward final passage in the Legislature today.

John J. McNaboe’s “anti-Nazi bill” was passed by the Senate by a vote of 44 to O. Under the bill persons conspiring in print or speech to deny other persons their rights under the State Constitution are guilty of a felony, punishable by imprisonment up to 10 years. The subject of bitter debate a week ago, the bill was approved last night without comment. Senator MacNaboe amended the measure last week to specify that constitutional rights consist of rights under the State Constitution. This was the focal point of last week’s controversy.

Meanwhile, the Senate advanced to the order of final passage the Devany “isms” bill, already passed by the Assembly and sponsored in the Senate by William C. Martin, Syracuse Republican. The measure bars from the civil service and teaching positions those who advocate overthrow of the Government.
