A bipartisan group of U.S. senators on Thursday introduced a bill to reverse cuts in the 1996 welfare law that barred access to Medicaid for low-income immigrant children and pregnant women. The Immigrant Children’s Health Improvement Act of 1999 would restore Medicaid eligibility to 130,000 children and 50,000 pregnant women, including those who came after the 1996 welfare reform bill became law. The bill would cost an estimated $490 million over five years, according to the Congressional Budget Office.
