A Colorado school-voucher program was declared unconstitutional. A District Court judge in Denver ruled Wednesday that the program illegally strips local school boards of control. The Colorado program was the first new program involving school vouchers since the Supreme Court declared last year that vouchers do not violate the constitutional separation of church and state.
