A group that works with Jews in the former Soviet Union honored two of its leaders at a Capitol Hill reception. Shoshana Cardin, the group’s one-time national chairwoman, received NCSJ’s Torch of Liberty Award, which was presented Tuesday evening by Sen. Barbara Mikulski (D-Md.).
