A leading PLO official called this week on Yasser Arafat to create a Palestinian government-in-exile in Cairo rather than delay the unilateral declaration of a state on May 4. Farouk Kaddoumi, who serves as the PLO’s de facto foreign minister, warned that failure to meet Palestinian expectations of a state on May 4, the end of the interim period in Israeli-Palestinian peacemaking spelled out in the Oslo accords, would produce a dangerous “political vacuum” that could lead to clashes between Palestinians and Israelis.
