A move endangering the economic existence of many Jewish merchants in the iron trade was made by the Ironworks Syndicate, which adopted a resolution increasing the prices to merchants ten percent, but not increasing the prices to syndicates and agricultural cooperatives.

It was stated that the action of the syndicate was aimed at driving the Jewish merchants out of the iron trade.
