A Reform Jewish congregation in suburban Philadelphia can move into a building previously used as a Roman Catholic convent, a local zoning board decided. The decision reversed an earlier ruling against Congregation Kol Ami that had been made after complaints from residents in the area concerned about possible traffic, noise and pollution.
