A right-wing Israeli activist was placed under house arrest. Noam Federman, a leading member of the outlawed group Kach, was banned from leaving his home in the West Bank city of Hebron after sunset as of Monday. Israeli authorities accuse Federman of fomenting violent resistance to Prime Minister Ariel Sharon’s plan to evacuate Gaza Strip settlers next year, a charge he denies.
