A Russian Jewish umbrella group plans to dedicate a new, seven-story building housing the area’s first Jewish community center Monday. The Lubavitch- dominated Federation of Jewish Communities says it expects some 18,000 Muscovites – including Russian President Vladimir Putin – to attend the ceremony. The new JCC was built on the grounds of the Marina Roscha synagogue.
