A Russian prosecutor recently charged a local newspaper that published an anti- Semitic pamphlet with inciting racial and ethnic strife. The prosecutor opened the case after a request by the Moscow office of the Anti-Defamation League, which was alerted to the pamphlet by local Jewish groups. “The Catechism of the Jew,” based on the 19th-century forgery “The Protocols of the Elders of Zion,” passes itself off as a document originating in Israel that teaches Jews how to seize control of the media and society in order to rule Russia.
