A U.S. official cited Israel as a model for dealing with terrorism. Asa Hutchinson, the U.S. undersecretary for homeland security, said that when he visited Israel last year he was impressed by the level of civilian involvement in preventing and responding to terrorist attacks. He described a Sabbath dinner where he met a teenage girl who volunteered as an emergency response volunteer.
