Lord Beaverbrook, addressing a mass meeting here tonight on the Imperial Conference in Ottawa, cleared the Jews of responsibility for the high rates of interest charged small borrowers.

This, Lord Beaverbrook stated, is attributable to joint stock banks whose heads are not Jews.
