reached between Ben-Gurion and Jabotinsky “because this agreement is bi-lateral and not compulsory for all Zionist groups.” The change introduced in the text of the shekel, he said, is superfluous, since the Zionist Executive possesses other means to enforce discipline within the organization.

DECRIES CHANGE

Terming the change in the text of the Shekel as “not a clever act” Mr. Ussishkin expressed his opinion that this measure is not efficient for the enforcement of party discipline within the Zionist ranks. Mr. Ussishkin declared that the petition which the Revisionists submitted to the Mandates Commission of the League of Nations has weakened the Zionist Organization. Separate political action is damaging to the Zionist cause, he said.

Mr. Ussishkin, in analyzing the work of the present Zionist Executive, declared that although the Executive has succeeded in stabilizing the finances of the Zionist Organization and has also succeeded in obtaining increased immigration into Palestine, it nevertheless has retrogressed as far as acquiring land is concerned and also as far as developing Jewish work in the Palestine colonies. He urged that the Zionist Executive fight against the hindrances which the Palestine government is putting in the way of Jews’ acquiring land.

Mr. Ussishkin proposed that a permanent commission be established for colonizing more Jewish workers on the land. He stated that the Huleh concession which the Jews have acquired is a rather expensive enterprise but the Keren Kayemeth will nevertheless participate in the work of developing the Huleh territory.

DR. WEIZMANN SPEAKS

Dissatisfaction with the present shape of Jewish colonization and immigration was expressed in the evening session of the Actions Committee by Dr. Chaim Weizmann, ex-president of the World Zionist Organization.

Predicting that Transjordan will be opened for Jewish settlement, Dr. Weizmann urged that land colonization should be worked out for the coming years for Huleh, Beizan, Southern Palestine and for Transjordan. The political conditions which exist now for settling Jews in these territories are very encouraging, although two years are required before any work will be started, he said.

URGE NON-ZIONIST DECREASE

The question whether the non-Zionists should continue to enjoy a fifty percent representation in the Jewish Agency, came up at today’s session of the Actions Committee. A resolution was suggested urging the Actions Committee to reduce the non-Zionist representation.

Dr. Hoffman, Revisionist leader, addressing the Actions Committee, appealed to the body not to utilize the fact that the Revisionists are in a minority at the sessions, to drive out hundreds of thousands of Revisionists from the Zionist Organization. Dr. Hoffman urged the creation of a so-called “understanding” committee to find a common platform for cooperation and peace.

The General Zionists, at a meeting here today, adopted a resolution to invite representatives of all parties to the projected committee, after they received a cable from the Zionist Youth organizations in Poland, numbering 70,000 members, asking that the Revisionists be not forced to leave the Zionist Organization “because this would weaken the Zionist Organization.” The General Zionists also decided today to call a convention of the World Union of General Zinists in May, to be held in Lwow, to decide on united action at the next World Zionist Congress.
