Ambassador Gideon Rafael, Israel’s newly named permanent representative to the United Nations, arrived here today to take up his duties as head of Israel’s Mission to the U.N. He succeeds Michael S. Comay, who has returned to Jerusalem at his own request to assume a new post in Israel’s Foreign Ministry.
