Count de Saint-Quentin, French Ambassador, told the State Department today he would represent the French Government at the conference of officers of the Intergovernmental Committee on Refugees which will open here next Tuesday.

Count de Saint-Quentin has an intimate knowledge of affairs in Palestine. He was with Marshal Allenby when the British Army marched into Jerusalem during the World War.
