The Italian anti-Jewish decrees relate only to Italian subjects and do not affect American rights and interests, it appears from a report sent to the State Department by the American Embassy in Rome, Acting Secretary of State Sumner Welles announced today at his press conference. Washington had demanded guarantee of American rights in a note to Rome. Mr. Welles also said no reply had yet been received to the note to Germany of Dec. 14 asking protection of American Jews’ rights in the Reich.
