American to Become U.N. Municipal Commissioner for Jerusalem; Accepted by Jews, Arabs

Herold Evans, a prominent Philadelphia Quaker, has accepted a United Nations bid to become Jerusalem’s Municipal Commissioner, following the approval today by the U.N. sub-committee on Jerusalem of the U.S. plan for a “caretaker” regime. Evans has been accepted by both, the Jewish Agency and the Aral Higher Committee.

The representative of the Arab Higher Committee announced here today that the Arabs agreed to an extension of the truce for Jerusalem, through the mediation of the Palestine High Commissioner. Under the cease-fire’s terns, all fighting will halt immediately, food and water supplies will be permitted to enter-the city under the supervision of a U. H., Jewish and Arab body and the Jew will have access to the Wailing Wall and other Jewish Holy Places In the city.

The American plan remains essentially the same as in its original form except that the city’s municipal area now includes the suburb. The question of who will pay for the U.H. regime in Jerusalem remains unsolved, but day’s discussion pointed up the fact that Jerusalem would out he cut off from funds which it would otherwise have had under the terms of partition resolution which provide for economic union between an Arab and a Jewish state.
