A manifesto to the Zionists of America embodying the program which the delegates of the Zionist Organization of America will follow at the World Zionist Congress which will open in Prague in August was issued last night at a meeting of New York Zionists in the Hotel Pennsylvania.

The meeting was in preparation for the nation-wide election of delegates which will take place June 16 and support of the organization’s ticket was urged by Morris Rothenberg, president; Louis Lipsky, Morris Margulies, secretary of the Z.O.A., and Abraham Goldberg, member of the Administrative committee.

The coalition ticket, half of which was named by the Hadassah pursuant to an agreement reached between the Zionist organization and the women’s group, is as follows:

Morris Rothenberg, Mrs. Samuel W. Halprin, Louis Lipsky, Dr. Stephen S. Wise, Rabbi Solomon Goldman, Mrs. Edward Jacobs, Judge William M. Lewis, Judge Julian W. Mack, Elihu D. Stone, Juliet N. Benjamin, Jacob Fishman, Robert Szold, Abraham Goldberg, Mrs. David Greenberg, Dr. Samuel Margoshes, Mrs. Israel B. Brodie, Morris Margulies, Abraham Tulin, Meyer W. Weisgal, Mrs. John Rissman, David Podolsky and Israel B. Brodie.

A vote for the Zionist ticket, which is labeled No. 1, means a “truce to party warfare and Dr. Chaim Weizmann returned to his place” in world Zionist leadership, the manifesto issued last night says. It means also “a progressive, liberal economic policy based upon social justice” in Palestine.

The delegates of the Zionist Organization of America to the World Congress will be pledged to the following program, according to the manifesto:

“First, the four year plan to settle 250,000 Jews in Palestine (chiefly German Jews), with an internal loan from Jews the world over, and an appeal to the nations for political and financial co-operation.

“Second, a coalition Zionist Executive on the four year plan, with a truce to party warfare, and Dr. Chaim Weizmann returned to his place in such leadership.

“Third, a progressive, liberal economic policy based upon social justice.

“Fourth, co-operation with the Mandatory Government; vigorous advocacy of our rights under the Mandate; against the Legislative Council; our promised rights to a fair share of employment in Palestine public works.

“Fifth, the strengthening of our national funds, Keren Hayesod and Keren Kayemeth, as indispensable for the creation of a National Home; priority of allegiance to the national funds by all Zionist parties and factional organizations.

“Sixth, the stimulation of private initiative and its guidance in service to the national interests.

“Seventh, arbitration of differences between employees and employers; Jewish courts to settle Jewish disputes.

“Eighth, a vote for List No. 1 is a vote in favor of maintaining the supremacy and integrity of the Zionist Organization and a rebuke to the Revisionist claim of right to carry on independent political activities; no divided allegiances in the Zionist Organization; the Zionist Organization is a world movement dedicated to the objective described in the Basle program and not a loose federation of organizations, coming and going as Zionist Congress decisions please or displease them.”
