The proposal that Arabs in Israel be exchanged for Jews in the Arab countries was advanced here today by Hajtaher el Tabari, Arab leader in Nazareth. He pointed out that since peace between Israel and the Arab states is not expected soon, the Arab minority in Israel and the Jewish minorities in Arab lands should be exchanged, thus relieving them of the permanent fear under which they live.
