Attacks on off-duty Israeli soldiers constitutes terrorism, a U.S. counterterrorism official said. Cofer Black, the State Department coordinator for counterterrorism, said attacks on Israeli soldiers at bus stops and on leave are no different from the 1983 attack in Beirut on U.S. Marine barracks, which killed more than 200 Marines.
