Plans by the United States to establish an “intellectual relations” bureau in the State Department were seen here today as a threat to German, Japanese and Italian propaganda activity in South America. In the same breath that the Voelkischer Beobachter, Nazi Party organ, warned that Germany must keep vigilant watch on the Washington project, the newspaper scornfully discounted the ability of American culture to win admirers abroad.
