The official Government Bulletin reported today that West German Finance Minister Heinz Starke expressed the hope to Dr. Nahum Goldmann this week that he would be in a position in January 1963 to submit to Parliament a draft to complete both the federal restitution law and the federal compensation law.

Dr. Goldmann, president of the Conference of Jewish Material Claims Against Germany, had last week ended three days of talks on such legislation with a statement that West German financial officials had not had such a draft ready for consideration.

The Bulletin said that Dr. Starke’s Ministry, Jointly with experts, was working on the drafts. Dr. Starke repeated his recent statement in Parliament in submitting his 1963 budget that the measures to complete the restitution and compensation legislation were considered a debt of honor by the federal government.
