An ordinance authorizing municipalities to oblige land owners to build hard roads or else to have the work-done, collecting the cost from the land owners, is reported in preparation.
It is pointed out in this connection that the desirability of allowing each land owner to exercise his own taste is questionable. Piebald effects are already visible, rough flagstones succeeding asphalt, which in turn is followed by tiles of various sizes.
