The Canadian Citizenship Council at its 24th annual general meeting in Ottawa authorized a study of hate propaganda by the directors. “Consensus was reached by the group about the apparent lack of protection under the Criminal Code against the vilification of racial and religious groups,” stated the resolution. The report of the directors on this problem should be given to the Government, it added.

The Council also condemned what it termed an increasing threat to individual liberties, requesting further safeguards, it asked as well for the setting up of an arrangement for the protection of persons accused in law courts who do not have the benefit of counsel.
