Chabad sent an emissary to St. Thomas in the U.S. Virgin Islands. Rabbi Asher Federman and his wife Henya, from New York, will serve the community estimated at 800 to 1,000 people. It’s the second Chabad outpost in the Caribbean, after Puerto Rico.
