Dragomiretzky, the secretary of the Central Committee of the Ukrainian Communist Party and Miron, a Jewish member of the Committee, were among ten members who were arrested by the Ogpu (Cheka).
The reason for the arrest was the attitude taken by the Ukrainian Communists towards the All Russian Central Executive Committee of the Communist Party. The Ukrainian Communists criticized the Central Executive Committee for its attitude towards Ukrainia, claiming that the Moscow leaders had adopted a policy of dictatorship and considered Ukrainia a colony and not an independent Soviet State and member of the Union of Soviet Republics.
The Moscow Central Committee charges the arrested with intending to create a Fourth International which was to be more radical than the Third International.
