Praising the excellent work of the Jewish cooperatives in Palestine which he said is filling his with admiration and astonishment, C. F. Strickland, Colonial Office expert on cooperatives, who is here to investigate the creation of Arab cooperatives, said in a lecture at the Y. M. C. A. that an agricultural bank for Palestine is not necessary as it would benefit the landlords and not the small cultivators whose hope lies in cooperation along the lines of the work being done by the Jews here and by others in India.
